Job Order Contracting

EPEC Ltd is one of the premier providers of On-Call Construction and Job Order Contracting (JOC). With over 10 years of proven, successful JOC experience on more than 50 Indefinite Delivery/Indefinite Quantity (IDIQ)/JOC contracts and contracts totaling over Tk. 500 crore. EPEC Ltd gives you the confidence that your projects will be effectively and efficiently managed.

We are a proven provider with a client-focused approach and the surge capacity to quickly complete your projects. When you need an experienced contractor committed to your facilities, call on EPEC LTD — the JOC professionals.

Here is an example of the JOC process:

  1. Issue solicitation and evaluate proposals. Your Request for Proposal (RFP) should include value, length, service area, required staff, and price book. When evaluating proposed contractors, pay special attention to bonding ability, the management plan, and past performance with other JOC customers.
  2. Award contract. Upon award, EPEC Ltd will, where reasonable, establish a local office and staff it with experienced personnel. Typically, this project team can begin job walks immediately.
  3. Identify repair and renovation task orders. Work begins by simply identifying the project, whether it is repairing and replacing a roof, renovating and modernizing dated facilities, or moving temporary buildings into place.
  4. Mutually agree on the scope. After performing a job walk of the proposed task, EPEC Ltd develops a complete scope as well as a detailed line estimate. This draft is presented to you for approval before work begins. Together, we review the estimate and scope, and then, where necessary, make adjustments to the scope to meet the available budget.
  5. Issue a lump-sum, fixed-price job order. Once the scope and budget are agreed upon, work on the task order begins immediately. EPEC Ltd issues tasks to various, pre-qualified local subcontractors.

JOC offers many benefits:

  • Increases emergency response capability.
  • Reduces overall project cost.
  • Shortens project schedule.
  • Supports local small businesses.
  • Provides incentives for quality performance.
  • Provides design/build capability.
  • Allows little or no disruption to your internal consumers.
  • Provides one contractor to manage rather than multiple contractors.
  • Fosters a long-term relationship that promotes partnership.

Local Business Opportunities: EPEC Ltd is sensitive to the opportunities that JOC can bring to the local economy. We subcontract nearly 100 percent of all work through a pool of pre-qualified local subcontractors. EPEC Ltd is committed to hiring small and disadvantaged businesses and regularly exceeds clients' small business goals by five to twenty percent on every project.

As one of the largest contractors in the country, EPEC Ltd can leverage our financial strength to help small local businesses participate in your projects. Our financial position also allows us to keep on-site offices running during periods of less activity, so we are always ready when you need us.
